ORA-01400 after applying 11.2.0.4.180116 Windows Bundle Patch

After applying Oracle 11.2.0.4 Windows x64 Bundle Patch (11.2.0.4.180116), P27162965, performing configuration in my application returns ORA-01400 when trying to insert a row into a database table (with a corresponding trigger which creates a record in an associated audit table).  I have located the trigger in the audit table that is involved but I am not sure if any other objects are affected by this issue.  I have rolled back the January patches and confirmed the normal behavior is restored.  Has anyone experienced or seen something like this reported yet?
