JDE 9.2 Next Order Status Pref Not advancing to 620

We have setup next order status preference for transfer orders to advance to 620 (bypassing 580). The processing option on P4205 is set to update confirmed lines to 580. When confirming a transfer order line the preference is not resolved and a status invalid error is returned. When I remove the status override in the processing option the preference is resolved and it advances the lines to 620.

If I set the status of the preference to be lower than 580 (i.e. 571) it works. But if status is greater is does not advance.
