RPAS 13.4.1.11.1 after reclass department is read only

Hello, We are facing an issue in RPAS 13.4.1.11.1 after reclass department is read only. We had reclassed a department from local domain 2 to local domain 1. After this the department is read only. We reviewed the settings in Security workbook. When we bring in multiple departments both the reclassed department is editable.
