What if all UDC's requested to delete? Add only which are under control? How to identify mandatory U

What if we delete all User Defined Codes? Request is to delete all UDC's & add only which are under control. We know that there are hard coded values in system with code'Y'. Also we observed there are many codes which are not hard coded but are essential for multiple business scenario's to work. So what is best suggestion about deletion of all UDCs? What will be overall impact? Can we go ahead with this approach? Please suggest. Also there is request of changing default codes from UDC's? For e.g. We have code ABC Code Sales (ABC1), now in ABC1
