Under what circumstances would Sales Order Line # and Related PO Line # be different?

Under what circumstances would Sales Order Line # and Related PO Line # be different?

For example, we create an ST and and the OT is created with the same line numbers initially. What would cause these numbers to be different? Backorders or lines split on the sales order at ship confirm?
