R12.AD.B.Delta.8 - Enable AD Invoker's Right

Running R12.1.3 11.2.0.4 db on 64bit SLES11

Per  Patch 9239089 - R12.AD.B.delta.3 Oracle Applications DBA 12.1.3 Product Release Update Pack, the post patch step was to re-enable Invoker's Right on existing PL/SQL package. It was an optional step, bu I did run it.

Now applying Patch 23569686 - R12.AD.B.Delta.8. Per readme, the post patch step is to Enable AD Invoker's Right feature [required].

Since I ran it after applying R12.AD.B.delta.3, should I run it now after R12.AD.B.Delta.8 ? just concerned as it is mentioned as Required for . R12.AD.B.Delta.8.

And, If I do need to run it again, can I run it after applying
