Create pluggable DB hangs with OEM

Everything discussed below is on Windows 2012 R2.

I created a pluggable DB with OEM. It worked and created it within a minute or two. I tried to import data, had some issues, and decided to start over.

I dropped the pluggable DB including files which got rid of everything except two system tablespaces, sysaux01.dbf and system01.dbf. When I ried to remove them they were open by the CDB. I restarted the CDB and was able to delete them.

From OEM I ran the create pluggable DB wizard. It ran along swimmingly up to "Pluggable Database Creation" where it hangs.
