Stop PO from automatically Freezing

I understand how to go into a PO and Freeze it.  My problem is that every PO I enter using P4310 gets set to Frozen during order entry and I have to change the UNCD to N.  I do not want all orders getting set to Frozen.  How can I stop this?  I cannot figure out what setup is causing this.
