Low Parse CPU to Parse Elapsd %: 16.70 With High cpu

Hello All

My Application does not use bind variables , but all the efficiency percentages are high except Parse CPU to Parse Elapsd %:   16.70 . The cpu is 100% utilized with run queue greater than nos of processors ,will using bind variables reduce cpu .db is 11.2.0.2
