Trademark Symbol Shows Up as a Standard Question Mark When Generating Output With BI Publisher

I am trying to print unregistered trademark symbol in BI publisher PDF o/p  but it is displaying ?

the XML tag has proper special char. "<DSC2_Description_wf__ID89>TEST ™ </DSC2_Description_wf__ID89>" but while displaying that in PDF o/p it changes to ?.

I am using BI Publisher 11.1.1 . It prints locally correctly

but on web server it displays ?

Please Advise.
