DBSAT issue on Windows.

Downloaded and installed dbsat on OL6 servers running Oracle 12.1.0.2 SE-2.  No problems.

But on Windows 2012 running Oracle 11.2.0.4 SE-1, the command

dbsat collect %dbusr%/%dbpwd% %ORACLE_SID%

Returns
