PO Approval notification attachment issue

Hi,

Last week we upgraded our EBS from 12.1.3 to 12.2.6, we are facing a problem when user approves a purchase order and provides email address (Buyer) by checking a check box. He is receiving an email but the output attachment(PDF) is not coming to him.

This was working fine in 12.1.3, we checked in workflow logs/mailer and there are no errors. Any idea what is causing this issue,anyone experienced this problem earlier?
