Reserving material prior to component pick releasing

Oracle R12 question.

If a user is in discrete jobs and after reviewing the on hand inventory vs component requirements decides to release the work order, how would the user "reserve" material to the work order so when evaluating the next work order they do not double dip on material? Running the discrete component pick release creates the reservations but also triggers the printing of the pick documents.To date, I have not found a clear way for planners releasing work orders to accurately evaluate.

Here is an example. I am a planner, and I have two identical work orders currently in unreleased state. There is only enough material on hand to support one work order but I do not know this. I open the first work order and after looking at the component breakdown all material requirements look to be on hand so I set the work order to released and save it. I then go to evaluate the next work order and it also appears to have all the requirements available to fill so I set this work order to release as well
