ARM user did not recived work flow per-2

ARM user did not receive a workflow email for these Recons in PER-2, the approver also did not receive workflow email after the user submitted the recon. 

Both the approver and reviews did not receive the recons and I checked the profile and security. nothing has changed.

Please let me know if you come across the same issue.
