Is there a way to configure a page notifiction?

We are currently on 9.2 Image 17- I was poking around, looking for a way- that's not a customization- doesn't require App Designer Changes - but rather a way to configure a page message based on specific criteria.

For example:

If I create an ePro requisition for an item in inventory and I always want to require an inventory business unit, I want a message to appear to the user letting them know the needed value is missing. Right now, we have a customization to stop the user from going forward. What if I didn't really want to stop the user, but inform or warn them?
