Batch Workbook refresh isn't refreshing locally saved workbook

Hello Experts,

We have Batch script to refresh workbook weekly.

There are 2 workbook one saved Access level local another world. the one saved locally isn't getting refreshed as I have evidence from logs.

Can you please let me know is this what we are expecting rpas to behave.If yes please provide documents for the same.
