What does the "Debrief Posting Concurrent Program" do?

Some background about the Issue we encountered
We follow a process of Debriefing the Labor and Material expenses and complete them from Technician Portal. The Labor & Material Cost will then be posted to projects through the "service cost to projects" interface program for Project costing & accounting.
The issue is, there was no cost generated for some labor & material lines (there're about 40 odd records for which there was no cost), although the items vis-a-vis Labor & Material do have a cost associated. Other transactions look fine as they have had a cost generated and was interfaced to Projects successfully.
What I suspect is, the technicians used the "Post Debrief" button to submit the "Labor & Material" lines from technician portal. And what I understand is, when you click the "Post Debrief" button, it creates the charge lines however it would not create the Cost and post the debrief lines. If this was done through the normal way on the other hand, where technician changes the "Assignment Status" to 'Completed', then what else could be cause of the issue; why Cost was not generated for these lines.
