PO not generated using workorder

Hi,

we are facing issue while using work order application (P48013). normally when we create work order and process the same it will create PO in routing. but for one of the work order it is not working and showing *NO PO in routing whereas In work order part list, the item description is replaced by "**LINE ITEM IS CLOSED**" and the quantity field (UORG) is set to Blank.
