Program: Budget Maintain Budget Organization working ?

Hi All,

Could anyone please throw some light of the working of this program - Maintain Budget Organization ? When should it be run ? Is it a one time run setup program (or) can it be run as man times as we need ? or should be run on demand and what exactly does it do ?
