Generate Browser scripts in Siebel IP2017?

Hello Oracle Community,

We are working on setting up Siebel IP2017.  We have Tools and other functionality running, but I am unable to get browser scripts to generate.  We are using a Microsoft SQL database.

The command I'm running seems to be correct, but I get the following error:

"Unable to load licensed options configuration."

The command I'm running is:

\Siebel\ses\siebsrvr\BIN\genbscript.exe /c \Siebel\ses\siebsrvr\BIN\enu\publicsector.cfg d:\bscripts /l enu /u SADMIN /p <password> /d ServerDataSrc

Has anyone seen this before, and have any suggestions on how to resolve it?
