Union rates master

What is the best practice for maintaining the union rates master. The hourly and billing rates radio button  in the union rates are being used by 2 different teams. Hourly rates are needed by HR and billing rates are needed by Finance for Time entry. Who needs to maintain this table and can this be maintained separately where HR can maintain hourly and Finance can maintain billing without compromising the confidentiality of hourly rates?
