Oracle OPM 11i Cannot assign item when on-hand is less than 5 Each

Hello there,

We have Oracle OPM 11i

For two items, we cannot assing quantities to an OM Sales Order when on-hand quantities are under 5 Each. Also, if we have 10 Each on hand, we can only assign 5 to our sales order. Is there some setup producing this behavior? We need to know why is this so.
