F4801T not displaying OTAM

We have WO's with 'Actual' Other updated after running R13800......but field OTAM shows blank in F4801T. Where is Actual Other stored???

Also....what prevents the R13800 'double dipping' on cost? Does it set a flag for example when it has collected the 'IM' issue from the F0911 on eg: 3/1/18? What prevents it picking that transaction up again on subsequent runs of the R13800 and adding that cost onto the WO actual.
