Venezuela: New currency, How do I do it?

Need help deciding how to setup ?

I am struggling with how to setup a new government regulation: A new currency, from VEF to VES (VES=VEF/1000 e.g.p. 2000 VEF are 2 VES)

How do I do it? What's the best practice?

Currently, i have only one Legal Entity, one primary ledger, and one operating unit without secondary ledger. 

Should I create a new LE / primary ledger? or Should I create a new secondary ledger?

The deadline is june, 4. The trxs before 6/4 will in old currency VEF and after 6/4 will  in new curency VES?
