Kindly confirm and suggest for Auto Allocation

Question No: 1: Is it mandatory or required for auto-allocation, that the below program should run or schedule, kindly confirm and also that this program is only used for work order material allocations only for EAM?
EAM Work orders Component Pick Release Program for Work Orders Material Allocation (Doc ID 1457852.1)
My observation recording above program is that;
- if the material is added against a work order, WO status = release but the on hand quantity of material is zero;
- Whenever the material quantity is received in a sub inventory, and when run the above mentioned program the material will be allocated against the work order
