Why are "dummy" time cards being created for Hourly pay class employees?

I thought I would throw this out to the community before logging an SR. (E1 9.1 Canadian payrolls)
We have some payrolls set with the Auto Pay option so salary employees (Pay Class = S) have time cards created automatically. What we are now seeing is employees with a Pay Class = H who are picked up in these same payrolls are having time cards created in the F06116 for pay type 1 with zero hours and zero gross. These employees have a numeric pay status but have no hours entered for the period. The documentation I found on Oracle indicated that in order for "Hourly" employees to create auto pay, the "Pay on Std Hours" field on
