Exchanges Values are getting accumulated in HFM when loading from FDMEE with Replace option

When loading the exchange rates, the value get accumulates and doubles.
Eg if the values loaded to the EoM_rate is 10 , using the same import file and replace option The next time it loaded is 20 and 30 etc
eom_rate first load :10 next load with same file 20 and third load 30
In the data file, it WAS NOTED THAT there is a Second data set which contains the addition
