Problems with .mnt's not being applied in stores in a timely manner

We are hearing about inventory issue in stores where the stores on_hand is incorrect.  When we research this we can see several examples where the inv_stock_ledger_acct table is being updated at the end of the day eventhough the file is being delivered at 2am.

In the attached example, all of these deployments in the process log and the deployment log.

[INFO    ] [ThreadPool-3        ] [2018-02-15 02:06:24,671] Directories to process: 481207, 481230, 481231, 481232, 481233, 481234, 481282, 481374, 481375, 481420, 481544, 481673, 481752, 481753, 481754, 481755, 481756, 481757, 481758, 481759, 481760, 481761, 481870, 481884

In this case 481884 is stock_ledger and in the deployment log, it downloaded at the following time:

[INFO    ] [DeploymentMgr       ] [2018-02-15 02:06:09,276]     Hash verified, file C:/environment/download/tmp/1_481884_!!_download.stock_ledger_32_2018_02_15_04.mnt was downloaded succesfully.
