Trial Edition cannot be accessed after the instance shut down and then restarted

I have an "Pay As You Go" cloud account and installed the JDE Trial Edition 92 which works well without the problem. However after I shut the instance down and restarted it next day I failed to access my original IP address. Created a SR this Monday (4/2) and the only answer I got from MOS is that SR was transferred from one group to another however there is no one tells me what's going on. Is this by designed that the "Pay As You Go" account cannot shut the instance to save the expenses?
