Pricing Requirement for an item number

Dear Pricing Gurus!

We have the below requirement:

Should be able to enter a list price for an Item Number. On the Sales Order Line, the user should be able to set the Unit price as 0. The '0' price amount on the Sales Order should be achieved without discounting as we want to avoid the discount approval process for this particular part number.

How can this be achieved, any thoughts?
