Item Balance on Lot Hold Error 956

When attempting to revise the ship date within the F4201, we receive a 956 Item Balance on Lot Hold hard error.  The lot status code in place for the primary and sub assembly items is set up within the "Allowed" Lot Status table for the associated document type.  Verified the requirements within Doc ID 657832.1 and everything is set up.  The interesting takeaway from this issue is we do not receive this error in our test environment.  Can anyone provide any feedback.
