JD Edwards purchaseing withholding by item Category

Dear,

As per our requirement , we need to implement the withholding with all the purchasing , but the withholding percentage will be vary by item category like new software lic withhoding percentage will be 15 % and old lic withholding percentage 5 % , please advise how  this can be possible through JD edwards system
