Cluster gc buffer busy release/Acquire

Hi,

we are in a testing phase and we face the performance bottlenecks. here is awr fore ground snapshot:

CPU count:8
sga=16g
db_cache size=9g

the tables and indexes are hash partitioned with  64 value:
also daily partitioning in place

we are running the 42 transaction per second load , which is mostly inserts and updates.

how ever when we run same on single instance and shut down the other instance, we see a lot of improvement. here is fore ground snapshot:

can it be the application design problem?.r
