Tax in fusion

Hi all

My question is for tax in fusion. I have created tax structure and specific rate in oracle fusion. Also my suppliers have Tax applicability enabled and when i create invoice for spanish suppliers the tax is calculted automatically. But if i do the same for foreigner supplier, the tax is not calculated. Can someone help me please? Maybe there is a rule? how can i remove in case there is a rule?
