Force Password Change on First Login

We are starting to work on rolling out self service to all employees but would like to force a password change on the first login but see no where that Peoplesoft has this functionality.    I filed a case and they confirmed there is no way to currently do this within Peoplesoft.   Has anyone done this through a customization?   My thought is to set the days to expire on the password controls to 90 and then update all last changed password to a year ago.    This will force a password change on the first login.   

We are on HCM 9.2.23 and PeopleTools 8.56.03.
