APEX components need separate license?

Hi there,

I am asking for a customer:

Q: We have Enterprise license with Oracle Database, we are planning to install APEX , not using the web features, but only the package installed along with APEX. The question is that do we need extra/separate license for that is coming with the Enterprise database license ?  Thanks
