ODACLI creating a 16K database

Dear all,

from what I can see, in version 12.2.1.2.0 we can still create 8K databases only. Is this correct?

As I do have to create an 16K one, I guess the only workaround is to create the instance only using odacli and then run all the create database commands manually.
Do you see any other alternative?
