How to create an order for more than available quantity in Spares Management

Is it possible to create an order for more than available quantity in Spares Management? If yes, then are there any additional setups?

Business Requirement -

A task is created for a specialty part which is not always on stock.

The quantity required is 1 and quantity available is 0

Requirement is to create a parts order. The internal order should get back-ordered in the shipping org.

Shipping org will see this order and will make it and put it in their stock

Shipping org will ship the order once the quantity is available

If Spares Management allows part orders to be back-ordered then please let us know the setups.
