Best Practices for processing OTL data to Payroll

We recently started seeing issues with DEADLOCKs on a specific table (HXT.HXT_DET_HOURS_WORKED_F) when running Xfer to BEE.  From the logs, it seems that a user locked a row on the table for UPDATE and the program locked the table for DELETE.  Upon investigation, the user indicated his web session hung in OTL Self Service so he closed his browser leaving the database connection running.

Is there a way to lock out users from entering time card data while the payroll process is being run?  Can anyone share best practices on a wing-to-wing payroll run please?
