IP17.5 FullPublish issue

hello team,

Need some help over IP17upgrade.

Doing Siebel upgrade from 8.1.1.3 to IP17(PS5) on MS SQL Server DB 2014(non-unicode), after completeing IRM (Repository merge) in 5 days, we ran Fullpublish it ran for an hour then Tools disappear.

Tools/bin> siebdev /c tools.cfg /TL ENU /d ServerDataSrc /u SADMIN /p <sadmin pwd> /FullPublish

No error on Tool wizard. But could see below error in Tools log.
