Roles and Privileges for OMS user that have discovery privileges

We are in OMS 13c and we implemented 'Groups' on OMS. Users were created by granting them with roles.

Users have admin rights but only have privs to their own group. To start discovery, they silently installed the agents on the host and this host should be automatically appear on OMS. However, the problem is they are unable to see the host.  Workaround is to give them 'EM_HOST_DISCOVERY_OPERATOR' and 'EM_HOST_DISCOVERY_OPERATOR' roles but the catch is they can now see other targets from other groups. . I am hoping that they should  only see targets assigned to their group, but have admin rights as well to discover targets.
