How to transfer file from supply chain system to Oracle Procurement cloud through REST APIs as an at

We have some requirement to transfer files from Supply Chain system to Oracle Procurement cloud through REST APIs and the file should be available in the Requisition /PO as an attachment. It seems that the delivered features are not supporting. Appreciate if anyone can share some information if you have implemented this feature for any of your customer. Thanks !
