Tabular Reporting Issue

I am new to JDE and new to the E1 RDA.  Unfortunately we also have a very old release.

I am attempting to create a tabular report that pulls in quantities from a business view and then a calculated column shows the differences.  This part works great- but the report is only pulling in one row of data.

If I use the same data set and columns in a Columnar section, I get the multiple rows I expect to see- is there a difference in how business views should be used/created for tabular vs columnar?
