How to upload US tax rates in EBS 12.1.3, we don't want to use vertex or taxware?

Hi Guru's,

How to upload US tax rates in EBS 12.1.3, we don't want to use vertex or tax ware?

We will be getting the Rates file from third party.

1. Once received how to up load the file?

2. Once loaded, do we to run any standard programs?, so that rate data will transfer to tax tables?

currently for US Regime "US SALES AND USE" is defined/available.

3. Do we need to manually defined all Tax Jurisdictions?
