Generate Draft Invoice Error: No Funding/Hard Limit

When running PRC: Generate Draft Invoice For A Single Project, the invoice rejection reason "No Funding/Hard Limit" is given. There is sufficient funding on the project and no hard limit set. This is the first invoice against this project.
