After reboot unexpected ALERT: CRS-1604:CSSD voting file is offline: ORCL:CLUSTERST1_1

Hi everybody,

After reboot Oracle Rac 11gR2 -2 nodes by blackout, all services are up and ONLINE and functional but one disk is unavailable (+VOTBCK).
