How can we override Global Configuration Owner rules with Party Specific(Operation Unit) Rule

How can we override Global Configuration Owner tax rule with Party Specific(Operation Unit) Rule

Global Configuration Owner :- Rule is written on the Application (Receivable) and Event Class (Credit Memo) the rule Order is 503. It will apply always SALE_LOC_5.

Al Majid Property LLC (Operating Unit) :- Rule is written for Tax Classification Code, Event Class is Sales Transaction the rule order is 425. It will apply SALE_LOC_OOS.
