How to resolve the issue while installed the Tools patch set?

Hi Folks,

I've faced the below issue while installed the tools patchset (16.13.0.0.patchset13). I've already tried set environmental variable ( set path and class path)  for java but still i've faced the same issue.  Please help me to resolve this issue.
