Multiple PO's created from RFQ but one of the PO's do not exist on the PO Inquiry Screen

We have a sourcing event with an outcome of a PO.  The RFQ had 22 line items but no requisition attached to it.  One supplier bid on all the line items and one bid only on some of the line items.  One supplier is to receive an award for 6 line items and the other for 4.  The remaining line items will not be awarded.  The buyer selects awards by line item, selects the appropriate lines for each supplier and then submits the award approval which is approved by their supervisor.  is approved.  Then the buyer selects "Complete Award"  and
