R47071 for OP stock sometimes bypasses intransit and inventory goes straight to stock

Greetings:

We're using R47071, set to hit intransit and sometimes records within the same batch bypass intransit and write straight to stock.  The records are all OP with S line type.  The configuration is correct.  We have to reverse the receipt and flip the processed flag, can run R47071 manually and it

then hits intransit as expected. Has anyone encountered this?  Is it a bug?
